Montenegro uses the Euro (€) despite not being an EU member. The Tax Administration of Montenegro (Poreska uprava) administers a simple two-bracket progressive income tax: 9% on monthly earnings up to €700, and 15% above. Employee social contributions of around 20.5% cover pension, health, and unemployment insurance, making the all-in burden for a typical salaried worker around 27–33% effective. The Bay of Kotor and Podgorica have become increasingly popular with European expats seeking lower taxes and Adriatic living.
Moving from Montenegro
Montenegro is an EU candidate country with one of the lowest income tax rates in the Balkans.
