New York does not tell you when your refund will arrive, only where your return is in processing. Knowing what each status means, and when the state owes you interest, tells you whether to keep waiting or to act.
This guide explains how to check your refund, what the five status messages mean, the 45-day interest rule, adjustments and offsets, using the New York State Tax Department's own pages.
To check your refund status you need the amount of the New York State refund you requested, entered as a whole dollar amount (for example, $223.45 is entered as 223). You cannot use the tool to view the status of a payment or of an amended return; for an amended return call 518-457-5149. If the refund line on your return is blank or zero, you did not request a refund and the tool will not work. After four failed attempts you are locked out for 24 hours, and phone representatives cannot tell you the refund amount you requested, even after verifying your identity, so use your copy of the return or software. The most important point from the Tax Department: it does not give an expected refund date, and a simple return processes faster than one with credits that are a target for fraud.
| Status | What the Tax Department says |
|---|---|
| Return received and processing | This is a general status throughout processing until a refund issue date is scheduled; no further information is available |
| Requires further review | The return may take longer than the federal return; you may later get a request for information |
| Request for information | A letter (Forms DTF-948 and DTF-948-O for tax years 2020 and later) asks for more information; respond by the date on it |
| Refund adjusted | The refund differs from what you requested and you receive Form DTF-160 or DTF-161 explaining why |
| Refund issued | A direct deposit is scheduled; allow 15 days from the issue date and if it has not arrived check with your bank |
Statuses update whenever your return moves to a new stage, and the online tool, the automated phone line and the call center all update at the same time. Claiming a credit you are not eligible for can add months to processing. The state says the best way to get your refund faster is to e-file and to learn which credits you may be entitled to.
If the state does not issue your refund within 45 days of the due date or from the date you filed, whichever is later, it pays interest from that date; if it issues the refund within 45 days you receive no interest. Our illustration: for a return due April 15, the 45th day is May 30. Interest is not paid on the part of the refund attributed to credits such as the real property tax credit, earned income credit, child or dependent care credit and college tuition credit, or if the return cannot be processed.
If the department changes your return you may get a different refund amount and an account adjustment notice. You can respond online through your Online Services account or by mail with supporting documents; if you already responded, the state says it may take several months, longer for a complicated return or one with missing or inaccurate information. The state may also apply your refund to debt owed to the Tax Department, another state agency, the IRS or another state's tax debt. On a joint return, if you do not want your part applied to your spouse's debt because you are not liable for it, file Form IT-280 with the original return; if you did not, you have 10 days from the state's notice to send it.
